   Petitioning Process to Establish a Chapter of Beta Alpha Psi

This document provides guidance to students and faculty who are considering or are in the process of petitioning to become a BAP Chapter.  If you have additional questions after reading this document, please contact the designated Director-at-Large or the Executive Office of Beta Alpha Psi at:

I.    Petitioning Requirements

  1. Your business school must have AACSB International or EFMD/EQUIS accreditation or is in the candidacy stage for accreditation.  (If your school is in the candidacy stage, please note that you must have received accreditation prior to the site visit.  (See paragraph III G below.)
     
  2. You have a sufficient number (usually ten or more) of interested and qualified accounting, finance or information systems students to demonstrate sustainability of chapter activities.  Furthermore, all potential members must meet the eligibility requirements stated in the International Bylaws.
     
  3. You have an accounting, finance or information systems faculty member who is willing and able to serve as faculty advisor.
     
  4. You have the support of the accounting, finance, or information systems faculty and department chairs, as well as the business school dean.

II.  Application Process

  1. Petitions can be submitted at any time during the year.
     
  2. The petition must include:
     
    1. A cover page (See Appendix A for a Sample Cover Page.)
       
    2. A statement of objectives for the prospective petitioning chapter (See Appendix B for a Sample Statement of Objectives.)
       
    3. A plan of activities for the first two academic semesters (or first three academic quarters), detailing the chapter's plans for fulfilling the petitioning activity requirements.  The plan of activities should clearly indicate the nature and type of activities planned over that period.  (See Appendix C for a Sample Plan of Activities.)
       
    4. A copy of the proposed chapter bylaws (See Appendix D for Sample Chapter Bylaws.)
       
    5. The name of at least one full-time accounting, finance or information systems faculty who is already a member of BAP, or is an applicant for faculty member, who can provide recurring advice and support to the petitioning chapter and will be designated as "Faculty Advisor."  Such person must provide a signed statement that s/he has read, understands, and will fully implement BAP’s constitution and bylaws.  The faculty advisor of a petitioning chapter is expected to attend BAP regional and annual meetings during the petitioning process.  (See Appendix E for a Sample Faculty Advisor Statement.)
       
    6. A letter of support for a BAP chapter at your institution from the Dean of your college or school.  The letter should indicate that the Dean is willing to provide sustained support for the proposed chapter, including provision of a Faculty Advisor who will need to spend considerable time on his/her duties.  Ideally, serving as Faculty Advisor will be considered favorably in the faculty member’s evaluation.  (See Appendix F for a Sample Dean’s Letter of Support.)
       
    7. A letter from the Chair or Head of at least one of the three departments (accounting, finance, or information systems) indicating a willingness to provide sustained support for a BAP chapter.  (See Appendix G for a Sample Chair’s Letter of Support.)
       
    8. Evidence that your business school is accredited by the AACSB International or EFMD/EQUIS (or that your school is in the candidacy stage for accreditation).  Schools in the candidacy stage must have received accreditation before the site visit.  (See paragraph III G below.)
       
    9. Information regarding full-time accounting, finance, and information systems majors at your institution:
       
      1. The approximate number of students in each of the following categories:
         
        • Freshmen
        • Sophomores
        • Juniors
        • Seniors
        • Masters' candidates
        • Doctoral candidates
        • Total
      1. The number of students graduating with a major in each of the three disciplines (accounting, finance, information systems) during the past three years.
         
      2. A list of students who will be the first members of the proposed chapter.  The list should include each student’s name, class designation, area of concentration, grade point average in upper level courses in the student’s discipline, and cumulative grade point average.  (You must obtain permission from each student listed prior to releasing this information.)
         
  1. Send four copies of required information in II B above, accompanied by the $1,000 petition fee to the BAP Executive Office.  The BAP Executive Office will provide a temporary chapter number for the newly approved petitioning chapter.
     

  2. The BAP Executive Office will forward one copy of the petition to the Director-at-Large. The Director-at-Large will review the petition and notify the petitioning chapter and the BAP Executive Office if the petition has been approved.  The Director-at-Large will serve as the primary contact for the petitioning chapter to assist it in the petitioning process.

  3. The petitioning chapter will not receive credit for any activities that occur before the Director-at-Large has approved the petition.  The Director-at-Large’s approval letter will specify the starting date when the petitioning chapter’s activities will receive credit.

III. Petitioning Activities

  1. Overview
     
    1. The petitioning chapter must generally complete four semesters (six quarters) of successfully reported activities to be installed as a permanent BAP Chapter.
       
    2. In the final semester/quarter of this period, the Director-at-Large (and possibly other Board Members) will conduct a site visit.
       
    3. Upon the BAP Board’s approval of the site visit report, an installation ceremony will be held during the fourth semester (fifth or sixth quarter.)  The approval process may take up to six weeks to allow the BAP Executive Office to complete necessary arrangements to schedule the installation at a mutually convenient time.
  1. Activities
     
    1. The petitioning chapter must adhere to all policies and procedures during the petitioning process.
       
    2. The petitioning chapter shall:
       
      1. Elect a group of officers who meet the eligibility requirements as set forth in the International Bylaws.  Those officers should, in turn, read the International constitution, bylaws and policies so they will be able to abide by those requirements.  (Documents may be found on the BAP website.)
         
      2. Establish requirements for pledging and membership.  A chapter may impose stricter requirements on candidate/membership status if they wish.  The chapter should establish whether it wants to permit sophomores to candidate.  (Sophomores are ineligible for membership until they meet the grade and status requirements set forth in the International Bylaws.)
         
      3. Adopt a set of bylaws that include membership eligibility requirements as well as processes to end a candidate or membership affiliation.  Bylaws may be modified from those submitted with the petition so long as they remain consistent with the intent of the International constitution and bylaws.
         
    3. Petitioning chapters do not receive a BAP chapter banner until they are installed.
       
    4. Petitioning chapters are expected to participate in both annual and regional activities of BAP.  Students from petitioning chapters that have not yet been approved will not have a chapter number.  These students must register as members, but should leave the chapter number blank.  Their faculty advisor will similarly register without inputting a chapter number.
       
    5. Petitioning chapters must successfully complete and report a minimum of mission-based activities for three consecutive semesters (four or five consecutive quarters).  Mission-based activates are set forth in the Program for Chapter Activities which may be found on the BAP website.
       
    6. Petitioning chapters must comply with all BAP reporting requirements.  In part, those requirements vary depending on when a chapter begins its petitioning period.
       
      1. All petitioning chapters must complete 50% of the professional activities in the first semester (first two quarters) and 100% of the mission-based activities by the end of the second semester (third quarter)
         
      2. If a chapter enters the petitioning process on a Spring 20x8, Fall 20x8, Spring 20x9 schedule, they do not have to file a beginning of year report for the semester they enter the petitioning process (i.e., Spring 20x8), since their petition satisfies that requirement.  They do have to file all regular end-of-year reports (spring 20x8 and spring 20x9) and beginning of the year reports (fall 20x8).  (See Reporting Intranet Guide on the International BAP website.)
         
      3. If a chapter enters the petitioning process on a fall 20x8, spring 20x9, fall 20x9 schedule, they do not have to file a Plan of Activities, since that information is already contained in their petition.  They do have to file all regular end-of-year reports (spring 20x9) and beginning of the year reports (fall 20x9).  (See Reporting Intranet Guide on the BAP website.)
         
    7. Mission-based requirements include at least one initiation per year.  (Note: Some chapters choose to have an initiation at the end of every semester.  For a Spring 20x8, Fall 20x8, Spring 20x9 petitioning chapter, the chapter would have a Spring 20x8 initiation, and an initiation in either (or both) the Fall 20x8 and/or Spring 20x9.  A fall 20x8, spring 20x9, fall 20x9 chapter would have at least one initiation during the 20x8-20x9 academic year and may or may not have had its 20x9-2010 initiation by the time the chapter is installed.  Initiation must be conducted by BAP officers who are BAP members.  A petitioning chapter may request officers from a nearby BAP chapter to help initiate its first group of members.  The first member initiation may also be conducted by a faculty member who is a BAP member.
       
  2. Reporting
     
    1. All chapters, including petitioning chapters, are required to report their activities to the Executive Office according the normal reporting schedule.  (See Reporting Intranet Guide on the BAP website.)
  1. Fees
     
    1. A $1,000 petitioning fee must be submitted with the petition.
       
    2. A $200 annual Chapter Maintenance fee must be paid at the beginning of each academic year.  (This fee is not required in the year that a chapter submits the $1,000 petitioning fee.  However, in each subsequent year, the petitioning chapter must pay the $200 Chapter Maintenance fee.)
       
    3. A supplementary $200 annual fee (in additional to the $200 Chapter Maintenance fee) is imposed for each year that a chapter is in the petitioning process beyond the normal two years that it takes to have a chapter installed.  (Delays are usually caused because petitioning chapters do not meet the mission-based level of activities.  Petitioning chapters that are delayed because the school is in candidacy for accreditation are not assessed this supplementary $200 annual fee and will only have to pay the annual $200 Chapter Maintenance fee.)
       
    4. A $1,000 installation fee must be paid prior to chapter installation.
       
    5. A $55 candidate fee must be paid for each student that is entered into the intranet reporting system.  This $55 fee must be paid within 60 days that the candidate is entered into the system or a $20 per candidate late fee with be assessed.  This fee is the only amount ever paid to the Executive Office for candidates or members.  Chapters can choose to impose this cost on each member or use available chapter funds.
       
    6. A $55 membership fee must be paid for each faculty or honorary member that is entered into the intranet reporting system.  A $20 per member late fee will be assessed if not paid within 60 days that the member is entered into the system.
       
    7. All fees are subject to change by action of the BAP Board of Directors.
       
  2. Tax Compliance
     
    1. BAP has a 501(c) 3 exemption that applies to the parent organization and to all chapters.  The Executive Office files two federal tax returns each year – one for the parent organization and another consolidated return for chapters with average revenues over $25,000 over three consecutive years.
       
    2. Once accepted, a petitioning chapter will apply for its own Federal Employer Identification Number (FEIN) by filing a Form SS-4.  The Executive Office can, upon request, send the petitioning chapter a partially completed Form SS-4 which the chapter can complete and submit to the IRS.
       
    3. Upon installation, each chapter’s FEIN will be linked to the parent BAP’s FEIN.
       
    4. Exemption from state sales tax is governed by state law.  Accordingly, each chapter must file for sales tax exemption on its own.
       
  3. Membership
     
    1. Petitioning chapters should refer to themselves as a “petitioning chapter.”
       
    2. Individuals initiated into a petitioning chapter are not full members until the chapter is officially installed, after which they then become charter members.  When that occurs, the Executive Office will transfer everyone listed in the Executive Office inbox to active member status.
       
    3. The Executive Office does not print official membership certificates until the chapter has been formally installed.  Petitioning chapters should print a temporary certificate to use at a petitioning chapter initiation.  These membership certificates should say “petitioning chapter” member.
  1. Site Visit
     
    1. Normally, the Director-at-Large will visit the institution during the 3rd semester (4th quarter) of the petitioning period.  The purpose of that visit is obtain first hand information about the chapter’s past and present activities and support, as well as to establish whether the chapter is a viable candidate for installation.
       
      1. Site visits should be arranged between the Petitioning Chapter and the Director-at-Large once the latter has been notified by the Executive Office that the chapter is ready for such a visit.  (Please note that the school must have obtained AACSB international accreditation prior to the site visit.)
         
      2. Prior to the actual site visit, the Petitioning Chapter should complete Appendix H and forward it via email to the Director-at-Large.
         
      3. The site visit will normally include separate meetings with the Business School Dean, Department Chairperson(s), Faculty Advisor(s), chapter officers and students.  That process should take approximately 3-4 hours.  In addition, if convenient, attendance at a chapter meeting is suggested.
         
      4. The purpose of each meeting will differ.  The Executive Office will provide the Director-at-Large with a suggested check list for each meeting.  In general, the following topics will be included on those checklists.
         
        • Understanding the benefits of being a BAP chapter
        • Degree of commitment and support by all parties<
        • Sustainability of the chapter given the number of eligible students
        • Knowledge of BAP’s purpose, constitution and bylaws
        • Specific activities that have occurred and are planned
        • Financial and administrative matters
    1. Upon completion of the site visit, the Director-at-Large will provide his/her recommendations regarding accepting, denying, or postponing action on the petition.  That recommendation should be in the form of either a memorandum or email to the Executive Office with completed checklists attached thereto.  Upon receipt, the Executive Office should circulate the recommendation to board members for their review and subsequent action.  The approval process may take up to 30 days.  If the petition is approved, installation would normally take place during the 4th semester (5th quarter).
       
    2. Before the installation can be scheduled, the petitioning chapter must forward to the Executive Office:
       
      1. A $1,000 installation fee
         
      2. A $55 fee for each member, alumni, honorary or faculty member to be initiated at the installation.  (Note: This fee applies only to persons for whom $55 was not previously paid during the petitioning process.)
         
      3. The names of charter members to be included on the charter.
         
      4. The address to which installation material should be mailed.

IV. Installation

  1. Overview - Upon receipt of the $1,000 installation fee, the Executive Office will notify the International President (or designee) and the Director-at-Large that all eligibility requirements have been met.  The Director-at-Large will then schedule and provide guidance for the formal installation ceremony.
     
  2. Scheduling the Installation - The petitioning chapter should propose at least two dates for the ceremony to the Director-at-Large.  Those dates should be at least 60 days from the date the installation fee was sent.  In turn, the Director-at-Large will schedule the installation with the President and notify the petitioning chapter and Executive Office of the selected date.
     
  3. Installation Materials
     
    1. The Executive Office shall, upon receipt of the installation fee:
       
      1. Send the petitioning chapter a congratulatory letter and a permanent chapter number.
         
      2. Order and send materials (chapter banner, unframed charter, and gavel) needed for the installation ceremony.
         
    2. Upon receipt of the unframed charter, the petitioning chapter should, at its cost, have it framed appropriate to where it will be displayed.
       
  4. Installation Ceremony
     
    1. The installation of a BAP chapter is a great achievement of which the university should be very proud.  The installation ceremony should therefore be planned so that it accomplishes the following purposes:
       
      1. Gives recognition to the great achievement.
         
      2. Gives special recognition to “charter members.”  Students who were listed in the original petition and all students who were subsequently initiated into the petitioning chapter prior to installation are eligible to become "charter members."  Members who subsequently became inactive, had their membership terminated, or changed to a major other than accounting, finance, or information systems are not eligible for charter members status.  Charter members previously initiated should be encouraged, but are not required, to attend the installation ceremony.
         
      3. Emphasizes the values obtainable through membership.
         
      4. Energizes those in attendance to support and carry on the ideals of the society.
         
    2. The petitioning chapter organizes and funds the installation ceremony.  The following components are typically major elements of the overall ceremony:
       
      1. Invitees:  The business school dean, appropriate faculty, family and friends (depending on space and cost), and charter members should be invited as well as those to be initiated.  (Prospective members of BAP must be present to be initiated.)  To the extent possible and practicable, attempts should be made to maximize attendance.
         
      2. Facilities:  The solemn nature of the ceremony is enhanced by the surroundings in which the ceremony is held.  The room/area chosen should have some amount of elegance, allow for spacious and adequate seating, an amplified podium, stage or front area in which members may enter and exit as they receive their membership certificates, and an area (or adjacent area) in which to informally mingle before and after the ceremony.
         
      3. Ceremony:  The President (or designee) and the Director-at-Large will attend and participate in the installation process.  Depending on the number of initiates and charter members, the ceremony should last approximately 30-45 minutes, exclusive of any reception.  The ceremony itself includes:
         
        • Welcoming remarks by any or all of the distinguished guests, dean, department chairperson, faculty advisor and/or chapter president.  Remarks should conclude with an introduction of the President, Director-at-Large and any other Board Member in attendance.
           
        • The installation ceremony by the President and Director-at-Large.  Major components include an introduction to BAP, presentation of the banner and charter, distribution of membership certificates, charge to the current officers, and presentation of the gavel.
           
    3. Closing remarks by any or all of those making the welcoming remarks.
       
  5. Reception:  The installed chapter is encouraged to hold a reception (or banquet, lunch, dinner) either before or after the installation ceremony where attendees can meet others, commemorate the event, and build relationships.

Statement of Objectives

The XXX University petitioning chapter of Beta Alpha Psi adopts the mission statements and objectives of XXX University and the School of Business, as well as the objectives of Beta Alpha Psi.  XXX University creates a collegial atmosphere that fosters freedom of inquiry and expression, increases awareness of cultural diversity, provides broad learning opportunities, encourages flexibility and innovation, and fosters student development in and out of class.  XXX University also encourages life-long learning and provides leadership in selected areas of distinction.  The mission of the School of Business is to prepare students for successful professional careers by offering high-quality business programs in a student-centered learning environment, and as a teaching institution, the School seeks to excel in teaching, enriched by scholarship and service.

The objectives of the School of Business are:

  1. To develop and deliver high-quality undergraduate business programs built upon an academic foundation in arts and sciences, and strategically-focused graduate business programs.
  2. To provide a culture of intellectual inquiry that promotes effective learning.
  3. To educate students with knowledge and skills necessary for successful entry to and advancement in their professional careers.
  4. To promote effective interaction between the School and community.

The adoption of these objectives is consistent with the stated Beta Alpha Psi objectives.  The primary objective of Beta Alpha Psi is to encourage and give recognition to scholastic and professional excellence in the business information field by promoting the study and practice of accounting, finance, and information systems.  This is accomplished by providing opportunities for self-development, service and association among members and practicing professionals, and encouraging a sense of ethical, social, and public responsibility.

Appendix D
Chapter Bylaws

Beta Alpha Psi recognizes academic excellence and complements members' formal education by providing interaction among students, faculty, and professionals, and fosters lifelong growth, service and ethical conduct.

Article 1: Name of the organization
The name of this organization shall be the XXX (subject to BAP Executive Board approval) Chapter of Beta Alpha Psi at XXX University.

Article 2: The objectives and purposes of the chapter
Beta Alpha Psi is an honorary and professional organization for students of accountancy, finance and information systems.  Its stated purpose includes recognition of outstanding academic achievements in the field of accounting, finance and information systems; promotion of the study and practice of accounting, finance and information systems; provision of opportunities for self-development and association among members and financial information professionals; and encouragement of a sense of ethical, social, and public responsibility. The organization seeks to develop its members’ professionalism through career-oriented, social, and community activities.

Article 3: Membership
To be admitted to membership in the organization, a student must successfully complete a semester as a candidate and attain minimum academic performance.

Candidate Requirements:

  1. Be a matriculated undergraduate or postgraduate student with a concentration in accounting or finance.
  2. Completed at least one upper-level accounting course with a B or better.
  3. Attain an overall minimum cumulative grade point average of 3.0.
  4. Complete one course within your concentration by the end of the pledging semester.
  5. Payment of candidate fee as determined by the executive committee.  The fee covers national dues, organization pin, Induction Banquet, and social recruiting functions.
  6. Complete service requirements.
  7. Participate in a Mock Interview and Resume Critique Session.
  8. Participate and attend the respective Induction Banquet pending faculty advisor’s review and approval of academic standing.

Member Requirements:
Members are expected to:

  1. Attain an overall minimum cumulative grade point average of 3.0.
  2. Attain either:
    1. An accounting minimum cumulative grade point average of 3.0.  The grade point average from your accounting concentration includes only upper level major courses, or
    2. A finance minimum cumulative grade point average of 3.0.  The grade point average from your finance concentration includes only upper level major courses.
  3. Participate in chapter service activities as organized by the executive committee.
  4. Payment of annual fee as determined by the executive committee.  The fee covers the member attendance at social and recruiting functions.

Article 4: Meetings for the conduct of business
Actions requiring vote of the entire membership will require a one week notice of meeting and agenda.  Persons may not vote by proxy.  Both members and candidates in good standing are eligible to vote.  The lesser of 20% of the membership or a quorum of X chapter representatives are required to conduct a vote.  The final decision will be determined by a majority of the vote.
Actions requiring the vote of the executive committee, consisting of the elected chapter officers and faculty advisor, will require a 48 hour notice of meeting and agenda.  Persons may not vote by proxy.  An executive committee vote requires the attendance of at least 25% of the executive committee.  The final decision will be determined by a majority of the votes.

Article 5: Student officers
Officer Elections:
The term of office will begin when the officers are sworn in at the Spring Banquet and end the following Spring when the next class of officers is sworn in.

Elections are to be held in the Spring Semester prior to the upcoming academic year.  One meeting is to be set aside for nominating the candidates.  At this meeting, each candidate must be nominated by one member of the chapter.  At the following meeting, each candidate will give a brief speech stating their goals, objectives, and reason for running for office.  Then the membership will be given an election ballot.  Each member will cast one vote which will be collected by the outgoing president.  The president and faculty advisor will count the votes, the candidate with a majority of the votes wins.  The non-elected candidate(s) will be given the option to drop down in the election sequence.  The election sequence is as follows::

Duties and Responsibilities:

       President:

  1. Update the chapter bylaws.
  2. Establish the goals and activities budget for the upcoming academic year.
  3. Plan and implement both the Fall and Spring Semester schedules
  4. Reserve meeting room.
  5. Determine desirable meeting topics.
  6. Contact and correspond with speakers and presenters.
  7. Maintain and update the contact list periodically.
  8. Supervise and ascertain that all officers are performing their respective duties.
  9. Begin, conduct, and end all meetings.

    Vice-President:

  1. Assist the president in his/her duties.
  2. Coordinate the Annual Beta Alpha Psi Mock Interviews:
    Schedule the time and place of the event.
    Contact and correspond with the professionals who will be conducting the interviews.
    Schedule members in their respective interviewing slots.

    National Reporting Officer:

  1. Prepare and submit all reports as required by the National Organization including reports of chapter activities, reports of initiations, and reports of any change in faculty advisor or student officers.
  2. Maintain an updated list of graduated members.

    Treasurer:

  1. Account for, and control, all organization financial activity.
  2. Maintain all Cash Receipts:
    Collect and deposit all cash receipts.  Maintain appropriate supporting documents and Cash Receipts Journal.
  3. Maintain Cash Disbursements:
    Prepare cash disbursement and supply proper documentation.
    Maintain Cash Disbursement Journal.
    Prepare financial statements.

    Candidate and Member Coordinator:

  1. Monitor the progress of candidates and members.
  2. Account for candidate and member attendance at all meetings   and functions.
  3. Establish, with executive committee, a point system for both candidates and members service.
  4. Maintain distribution on points for participation in the different organization events and activities.
  5. Schedule athletic activities such as bowling game other student organizations.

    Vice-President of Special Affairs/Activities:

  1. Assist the President and Vice-President to arrange and coordinate functions.
  2. Prepare and post a flyer at least four days before each meeting.
  3. Arrange and coordinate the Fall Induction Banquet. 

    Vice-President of MIS:

  1. Prepare and implement the development of the chapter website.
  2. Continuously update the chapter website with current information.

Article 6: Committees other than the executive committee
Each committee will be headed by a chairperson that is appointed by the president.  Participation is open to all members and candidates.

Article 7: Fiscal Year
The fiscal year of the chapter will end on April 30th.

Article 8: Authority
These bylaws shall be the principle governing document of the XX Chapter of Beta Alpha Psi.  These bylaws are subordinate to the National Constitution and Bylaws of the Beta Alpha Psi Organization.  Any provision of this document that conflicts with the National Constitution and Bylaws of the Beta Alpha Psi Organization that is currently in effect will be null and void.

Article 9: Requirements for Amendment to the Bylaws
An amendment to the bylaws requires a majority of the membership to cast an affirmative vote in order for an amendment to be passed.  Amendments may be proposed by the executive committee or membership.
